So my setup is that there is an asymmetric commander that spawns everywhere in Tanoa, minus the player safety zone. There are a number of custom objectives which are locations the players will be visiting. I want there to be at least 1 group of infantry at each of the custom objectives.

However when I include civilian placement and population modules units from the AI commander only spawn in one city.

I noticed that there are still a few villages labelled on the map that still don't get picked up as a civilian area (Doodstil and Losi on the southeastern island. Cerebu, Koumac, Lailai, Tavu, Mauceba on the southwestern. Galil, Petit Nicolet and Saint Paul on the main island). Is this intended or has it just not be indexed yet?
If I was missing the dependencies that I would see that pretty quickly in my debugger. Regardless, I'm going to reinstall the operating system fresh, including dependencies, and see if the upgraded version changes anything.
To be sure I downloaded and installed it again but the problem persists.
I'm running Windows 7 and every time when the game begins to start the server halts. The results are the same if I'm using vanilla Arma dedicated server or with mods.

I'm downloading a debugger now to see if maybe I miss symbols or other dependencies, but the other thread was unsolved. Has anybody had a similar problem that has been able to solve it?

After the last message, the VC Runtime error pops up.
A late reply from me, but since I've just recreated the mission. I haven't been able to figure out the cause. Perhaps it was my fault and I synced something incorrectly but I'm confident it was ok.
@SpyderBlack723 the mission.sqm file was unbinarized, I tried to remove all the references to ace and when I would try to reload it it was always corrupt.
Unforunately, editting the mission with ace created a dependency that I can't remove from the mission.sqm without ruining it. I'm going to have to recreate it, I'll post an update later when I have time to do this.
I removed TFAR but I couldn't remove ace, it's a dependency in the mission file so I'll have to remake it without ace. Above was an RPT from a failed session, one where only the BLUFOR loaded.

I'm going to create a non-ace version and try that.
The results are from a vanilla (including apex) arma with only alive. I know what the error message is trying to say, but the factions that it complains are missing are seemingly random. One time it's BLUFOR, the next time it's OPFOR and so forth.
The only thing that looks odd is that it seems to create the first one ok, but none of the remaining.
I'm going to try the default vanilla factions and see if that helps.
I reinstalled the server, opened the mission and all the modules, double checked the factions. Reuploaded the mission and the result is similar:
